Most Indian families comparing study-abroad options focus exclusively on tuition fees. They look at Italy's public university tuition (₹1–3 Lakhs per year) and think that's a reasonable cost.

What they miss — and what changes everything — is the DSU scholarship.

DSU stands for Diritto allo Studio Universitario, which translates roughly as "Right to University Education." It is Italy's regional government scholarship scheme, funded by each of Italy's 20 regions independently, designed to ensure that financial constraints do not prevent qualified students from pursuing higher education.

For Indian students doing MBBS in Italy, DSU can mean:

  • Full tuition fee waiver — you pay €0 tuition
  • Annual cash stipend of €2,500–€8,000 (roughly ₹2.2–7 Lakhs)
  • Subsidised or free meals at university canteens
  • Priority access to university accommodation at heavily subsidised rates

How DSU Eligibility Is Calculated for Indian Students

DSU eligibility is based on two factors:

1. Academic Merit (IMAT Score + Academic Progress)

You must maintain satisfactory academic progress each year to keep the scholarship. In the first year, being enrolled via IMAT is sufficient. From Year 2 onward, you need to meet the minimum credits (CFU) requirement set by your regional DSU body.

Important: The ISEE is calculated from officially declared income in India — not lifestyle or actual spending. Many Indian families with moderate declared incomes qualify even if they have property or savings.

What Each Regional DSU Body Offers

DSU is managed independently by each Italian region. The amount and benefits vary. Here are the most relevant ones for Indian medical students:

ER.GO — Emilia-Romagna (University of Bologna)

ER.GO is considered one of Italy's most generous and well-run DSU bodies. For the 2024–25 academic year:
  • Full scholarship (ISEE below €13,892): stipend of approximately €6,500/year + full tuition waiver
  • Partial scholarship (ISEE €13,892–€23,626): reduced stipend + tuition waiver

DiSCo covers students at Roman universities including Sapienza:

EDISU Piemonte — Turin

  • Scholarship: €2,300–€6,300/year
  • Tuition waiver included

Step-by-Step: How to Apply for DSU Scholarship

Step 1: Get Your ISEE Parificato Calculated

This is the most complex step. Your ISEE Parificato is calculated by a licensed Italian accountant (CAF — Centro di Assistenza Fiscale) based on your Indian income documents. You need:
  • Your parents' ITR (Income Tax Returns) from the last 2 years
  • Property documents (for any property owned in India)
  • Bank statement summaries
  • Any investment or asset declarations

Mistake 1 — Not applying in the first year Some students wait until Year 2 to apply. This is a mistake. You can apply for DSU from Year 1 and potentially receive two full installments in your first academic year. Missing Year 1 means losing an entire year of scholarship income. Mistake 2 — Incorrect ISEE Parificato An incorrectly calculated ISEE can place you in the wrong bracket — resulting in a lower scholarship or disqualification.
